Today’s the day that Apple’s Tim Cook appears before the Senate Permanent Subcommittee on Investigations. The battle lines have been drawn, the statements issued, and the big questions is whether Apple has been profit shifting. The answer is, variously, yes, maybe, and no, depending upon what you mean by profit shifting. For we’re rather in Humpty Dumpty territory here: it all depends on what you mean by profit shifting. As Humpty himself put it “When I use a word it means just what I choose it to mean – neither more nor less.” Given that different people are ascribing different meanings to the phrase “profit shifting” perhaps it’s worth sorting through the claims.
