The ANC in Mpumalanga says it disbanded one of its regions because members were “micro-managing” municipalities and as a result one of them had to be placed under administration.

Provincial ANC spokesperson Sibusiso Themba said the provincial executive committee (PEC) disbanded the Nkangala regional executive committee (REC) on Saturday following meetings held on July 10 and July 22.

Themba said the REC members’ influence on municipalities had resulted in their “dysfunctionality, paralysis and collapse”.

He said this was the cause for Emalahleni (formerly Witbank) municipality being placed under administration a few months ago. The provincial cabinet said it decided to place Emalahleni and Bushbuckridge under administration for failing to provide services.

The Nkangala district municipality incorporates Emakhazeni (Belfast), Steve Tshwete (Middelburg), Victor Khanye (Delmas), Dr JS Moroka (Siyabuswa) and Thembisile Hani (Tweefontein) local municipalities.

Other reasons for the disbandment, said Themba, were a lack of unity and cohesion; disgruntlement and despondency of REC members and PEC members who served in the REC having a negative impact on the smooth running of the structure.

“The PEC has established a task team that includes members of the ANC and its alliance partners to continue doing the work [of the organisation] until the [REC] is elected after a conference,” he said.

A certain group within the REC, however, view the disbandment as a purge by Premier David Mabuza’s camp.

The insiders told City Press the disbandment was done to remove anti-Mabuza elements before the list conferences, which will elect members to serve in the legislature after the general elections next year.

Nkangala had planned to hold its elective conference in April, but the PEC stopped it to avoid tensions before the national general elections.

Former Nkangala REC chairperson and current district mayor, Speedy Mashilo, was going to contest the position of regional chairperson along with a Mabuza camp favourite, Sarel Mtshweni – the head of the Mpumalanga human settlements department.
