NEW YORK (Reuters) – A U.S. judge ruled on Monday the New York Police Department’s “stop-and-frisk” crime-fighting tactic unconstitutional, dealing a stinging rebuke to Mayor Michael Bloomberg, who vowed to appeal the ruling.
