Strategies to share talent between Africa and France By Kiné Seck Mercier A young woman spends her youth in Nigeria, leaving to attend a university in London. She goes on to work in the United States, Ghana, South America, Kenya and Zambia, finally settling in Paris. In many ways, she is illustrating an increasingly common trend in younger generations—a desire to work abroad and to contribute to building the African economy. We wanted to examine this trend in more detail: What’s driving this new generation to work in Africa? What is the scale of this trend? What is the impact on other countries as rising leaders are drawn to opportunities in Africa? To answer these questions, we held a series of 10 Africa Leadership Dinners and conducted interviews to uncover what is at the root of this ...

The year 2018 saw numerous cases of economic development on the African continent. This would include trade, etc. Africa The US$2 trillion-plus Sub-Saharan Africa economy continues to strengthen from a low point in 2016, thanks to domestic policy adjustments and improved global economic activity. Growth is projected to increase from 2.7% in 2017 to 3.1% in 2018. With the exception of SSA’s two biggest markets (Nigeria and SA), the rest of SSA has grown at 5.3% on average in the period spanning 2010-17, but with wider heterogeneity across countries. Hence, there are plenty opportunities for dedicated investors. The regi...

Friday@Noon on Agriculture in Africa – 2018

by Johan Burger This paper addresses events and trends in the agriculture sector in Africa for 2018. It is based on the media articles addressed in the Friday@Noon weekly newsletters of the NTU-SBF Centre for African Studies in Singapore. These are by no means meant to constitute an exhaustive list of developments. General Agriculture in Africa has been identified as a sector with the capacity to stimulate economic growth on the continent. What is necessary, is the industrialization of the sector, with a strong focus on improving the inputs, e.g. better quality seeds, fertiliser, irrigation and modern farming techniques. Transforming the sector into a lucrative one, is an important step to convince various stakeholders to see farming as a good business opportunity. The industrialisation of...

A look at Angola’s new oil-licensing strategy (2019 – 2025)

By Adriano Rioja Ciprian, Associate Attorney, Centurion Law Group (http://CenturionLG.com) In yet another landmark reform for its hydrocarbons sector, Angola released in February 2019 a new Presidential Decree detailing the country’s oil licensing strategy for the next six years. Published in February 2019, Presidential Decree No. 52/19 is a continuation of the Lourenço administration’s efforts to incentivize investments into exploration and arrest declining output. Angola’s oil production has been decreasing since its peak of almost 1.9 million bopd in 2008 to reach 1.478 million bopd last year. With the objective of “increasing the production of oil and gas” and “ensuring the substitution of reserves to replace the evident decline in production in recent years,” the new decree hence defi...

Angola: The grace period is over for João Lourenço; It is now time for effective action

Angola’s economic troubles began in 2014 when global crude oil prices dipped and severely hampered the government’s ability to generate revenue João Lourenço has been president of Angola since 26 September 2017. About one year later, he cemented his hold on power by taking over the chairmanship of the ruling Movimento Popular de Libertação de Angola (MPLA). Although he reshuffled the government, for instance by replacing the transport minister, and the vice-president, Manuel Vicente, most other ministerial posts had not changed from the previous administration. Despite promises to diversify the economy and fight corruption, which he has described as a scourge on society, his actions so far appear contradictory to his publicly-voiced intentions and declarations past and present. Loure...

What Angola can learn from Nigeria as it creates remarkable opportunities for marginal oil production

The Nigerian experience with marginal oil field development had measurable success, with 24 licenses awarded to 31 companies, some as sole operators and others as joint-ventures With production declining and investment scarce, the Angolan leadership has put in place a number of new policies to reboot its oil industry and propel economic development. However, those changes take time and renewed deep-water oil and gas exploration for fresh reserves will take years to yield the desired results and stop the daily production crunch. In the meantime, the government is targeting what it already knows exists, the country’s multiple deposits of what has been dubbed marginal oil fields, which will go on sale this year during the Angolan Marginal Field Bid Round. Marginal fields are defined by ...

SADC initiative to harmonize seed policies advanced

by Wallace Mawire The Southern African Development Community (SADC) initiatives on harmonization of seed policies are at an advanced stage with  only a few countries still to sign the Memorandum of Understanding (MOU). The initiatives are being conducted under the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN) Harmonized Seed Security Project. According to Dr Lindiwe Sibanda, FANRPAN CEO and Head of Mission, farmers in the SADC region remain seed insecure due in part to conflicting seed laws, regulations and procedures. These are reported to hinder the timely movement of seed across the region's borders. Sibanda says as a solution, FANRPAN has proposed the seed policies harmonization to increase seed flow across national borders. She says there is n...

Video: Footage shows African ‘ghost town’

A giant new Chinese-built city has sprung up on the outskirts of Angola's capital Luanda. Nova Cidade de Kilamba is a brand-new mixed residential development of 750 eight-storey apartment buildings, a dozen schools and more than 100 retail units. Designed to house up to half a million people when complete, Kilamba has been built by the state-owned China International Trust and Investment Corporation (CITIC) in under three years at a reported cost of $3.5bn (£2.2bn). But on a recent trip back to Luanda, the BBC's former Angola correspondent Louise Redvers discovered that most of the buildings currently lie empty, as this footage she recorded shows.
